Description
This article features two main pictures. The top main picture shows an empty city council meeting room with a lone African American woman sitting defiantly in the back with her arms crossed. The second picture, featured on the bottom right, shows Mrs. Cornelia Crenshaw being arrested and handcuffed by a police officer with two security standing close by. The small caption that is to the left of this picture explains why she is being arrested. The city council was in the process of debating a new rate increase for utilities in the Memphis area. After the council passed parts of the increases at a night meeting she refused to leave in protest to the rates. She was quoted as wanting to be arrested in memory of two people who had passed in a recent heat wave.
