Description
An account of the resource
Cornelia Crenshaw was born on March 25, 1916 in Millington, TN. In 1969 she refused to pay the city service fee for garbage collection and in return MLGW shut off her utilities. For the next ten years she lived without utilities until she was finally forced to abandon her home. She continued her battle fighting for what she called the underdog in the battle against government officials. Among her victories, MLGW started accepting partial payments for low-income citizens. She passed away in Court Yard Nursing Home on February 19, 1994.

Memphis The City Beautiful was written by Frances Akers Greeson in 1947. The book chronicles the Memphis City Beautiful Commission’s history from 1929 to 1947. The Memphis City Beautiful Commission was founded by E.H. Crump, former mayor of Memphis and Congressman. He was inspired to start the Commission after he watched a train passing by and was concerned about the impression the city would leave with the passengers. Mr. Crump thought the women of Memphis should be the “housekeepers” for the community. The headquarters for the Commission was setup in the Nineteenth Century Club. The Commission started slowly, engaging volunteers to help clean the community, but quickly grew to include alley projects and vacant lot campaigns. Through the 1940s the City Beautiful Commission continued to promote the planting of flowers, shrubs, and trees and endorsed the conservation of natural resources. While the projects are year-around, the city has an annual city-wide Clean-Up Campaign. The campaign includes not only the City Beautiful Commission, but also the Memphis Chamber of Commerce and the City of Memphis government. The city of Memphis became nationally recognized for the achievements of its citizens.

1956 Christmas Lighting Contest
Description
An account of the resource
This letter was sent from the Christmas Lighting Committee to encourage “friends” to enter the City Beautiful Commission’s annual Christmas Lighting Contest. This letter encouraged citizens to “Make Memphis Shine at Christmas Time”. This letter indicated that this contest was for entry into the 1956 Lighting Contest’s Negro Division. The displays were to be judged on beauty and the expression of Christmas spirit. The Contest is co-sponsored by the City Beautiful Commission and the Commercial Appeal.

1957 Fire Prevention Week
Description
An account of the resource
The Commission Government sent a letter to “the housekeepers of Memphis”, to promote Fire Prevention Week, October 6-12, 1957. The letter encouraged Memphians to get with neighbors and friends and to check homes and neighborhoods for fire hazards. Residents were asked to clean up any bad conditions, including high grass and weeds and trash in attics, basements, and garages. The letter reminded homeowners that low fire insurance rates were dependent on good citizens to “Keep Memphis the Nation’s Cleanest City”. The letter let residents know that the Fire Department would have speakers available to speak before any group for Fire Prevention Week. The Fire Prevention Parade was held on October 5, 1957 at 11:00 A.M. on Main Street.

1958 Best Kept and Beautified Alley Contest

The City Beautiful Commission sent a letter to their Representatives to encourage them to participate in the 1958 Best Kept and Beautified Alley Contest. Members were asked to invite all Garden Clubs, P.T.A’s, Civic Clubs and any others to participate in the contest. The city-wide contest began May 5th through August 15, 1958 and was sponsored by the City Beautiful Commission. A Committee of Judges were selected and patrolled the alleys entered in the contest. Only entered alleys would be judged and prized were awarded at the City Beautiful Fall meeting.

This letter was sent to Ms. Compton about the area she was to inspect. She was to inspect the area once per month and was asked to note: stopped up drains, dirty streets and gutters, insufficient garbage cans (less than 2), bad garbage conditions, unsightly yards and lots, high grass and weeds, hedge overhanging sidewalks, overhanging tree limbs, traffic hazards, visible street signs, bad looking fences and garages – those needing paint and repair, attractive, new buildings, buildings being improved (Commercial & Industrial), homes being improved – yards landscaped, etc. Any problems were to be reported to the City Beautiful Office, so that the Field Inspectors could contact the offenders to remedy the conditions.

The City Beautiful Commission, the Memphis Chamber of Commerce, and the City of Memphis government sponsored Plant-Up campaign of April 9 – 18, 1959. Invited guest were asked to participate in a bus tour of the city of Memphis, to look at both good and bad locations in the city and see the progress being made by the City Beautiful Commission. The tour lasted from 1:00 – 4:00 P.M. and included a stop at the new WMC/WMCT studios.

Description

The City Beautiful Commission was founded in 1930. The first of its kind in the country, the City Beautiful Commission was defined as “good outdoor housekeeping”. The Commission was the brain-child of E.H. Crump. He felt that the best way to keep Memphis beautiful was to enlist the support of civic-minded Memphis women. This brochure was directed toward women, highlighting the before and after pictures of some of the City Beautiful Commission’s greatest achievements. The brochure also shows the Miss City Beautiful, the Annual Clean-Up parade and the Commission-sponsored Outdoor Christmas Lights competition. The brochure outlines the organization of the City Beautiful Commission. The Commission is unique because it was composed entirely of women. These women had official status with the city government and became part of the Public Works Department. The Commission consisted of a Volunteer chairman, Vice Chairman, and a Volunteer Board of twenty-three members. The brochure closes with a look to the future of the City Beautiful including more artistic fountains and the beautification of the approach to the Memphis-Arkansas Bridge and the Memphis Airport.
